He served as Chancellor of the Exchequer (1661–1672) and briefly as Lord Chancellor (1672–1673). He was created Baron Ashley in 1661 and Earl of Shaftesbury in 1672, and was a member of the Cabal ministry. During the Exclusion Crisis (1679–1681) he led the effort to bar the Catholic Duke of York (later James II) from the succession, helping lay the foundations of the Whig party.
