Romans were fastidious about hygiene and removal of all body hair was part of the grooming process. These fine quality large iron tweezers, 4” long, were used for that purpose. Smaller silver and bronze examples are well known. A recent exhibition at Wroxeter in Shropshire, England features over 50 pairs of such tweezers along with other artifacts. A CNN article on the exhibition, illustrating tweezers such as this and their use, is available at https://www.cnn.com/style/article/roman-tweezers-discovery-gbr-scli-intl/index.html. This pair is distinctly larger and more finely made suggesting that they were the instrument of a professional defoliator at one the public baths. The article neither shows nor mentions iron examples nor any of this size, only bronze, attesting to the rarity of this instrument. With a certificate of authenticity.
