Wales/Ireland, 400BC-200AD. White metal alloy, the bezel only remaining and probably broken ritually. Over 5/8” width (0.68”) oval, with crisp relief image of a sea gull facing waves (?). The Irish version of the “Lord of the Sea” was known as Manannan Mac Air, who resided on the Isle of Man, which is named after him. Oxidized from burial with the details intact.
